Information about Teacher Certification
from the Dr. David Horowitz

Greater Philadelphia Community Board of License
for Teachers and Principals of Jewish Schools

The Dr. David Horowitz Greater Philadelphia Community Board of License for Teachers and Principals of Jewish Schools, under the aegis of the Auerbach Central Agency for Jewish Education, places a high value on continuing education for all teachers, both those with many years of experience and those who are entering the field.

The Dr. David Horowitz Community Board of License recognizes that individuals enter the profession through a variety of venues, and to promote the certification process, there is a system of five certification levels, designed to encourage individual professional growth. These levels range from the entry level, Teacher’s Permit, "E", to the highest level, Teacher’s License, Level "A".

The five levels of teacher certification are based upon a combination of formal academic background and professional experience. Each level requires a specific number of credits, and consists of three components: Judaica (content), courses, Jewish Education courses, and demonstration of Hebrew Competency. These credits can be acquired through academic study and "life experience". The requirements for each of the three components within a specific level differ from level to level; and credits are cumulative.

A Jewish Teacher’s License (Levels "A" and "B"), Certificate (Levels "C" and "D") or Permit (Level "E") is valid for five years from date of issuance. To renew the certification, an equivalent of three units (credits) of study must be completed within the five-year period.

The requirements for Teacher’s Permit, Level "E" (entry level) follow. Information regarding higher levels of certification are available upon request.

Judaica - diverse subjects 9 credits
Judaica - Tefillah (prayer) 3 credits
Judaica - Holidays and Life Cycle 3 credits
Jewish Education 3 credits
Total credits 18 credits

Please note: 6 of the 15 Judaica credits must be earned at a college level. Advance placement credits cannot be recognized until applicants are attending or have transcripts of having attended college.

Hebrew Proficiency requirement for Teacher’s Permit, Level "E":
basic reading, writing and oral Hebrew must be demonstrated.
